Filmmaker Baby Ruth Villarama and her team board a diverse assortment of sea craft to chronicle the ongoing strife and its impacts between the Philippines and the People's Republic of China over authority of the newly designated West Philippine Sea. This vast area, viewed by the international community apart from China as within the Philippines' exclusive economic zone, has seen escalating incursions by Chinese maritime forces. These include fishing boats, most notably China's coast guard vessels that have engaged in harassing, intentionally hit, and tried to seize Filipino boats amid the ongoing standoff.
Portions of the film are highly charged, yet mostly the conflict takes the form of a war of words of seaborne intimidation. Crews aboard the different ships deliver impassioned speeches over short-wave, peppered with diplomatic language, creating a form of long-distance negotiation.
The film's title references the ongoing mission by the Philippine army to transport essentials to isolated garrisons in the West Philippine Sea where troops maintain a presence for extended, lonely tours. These specks of land are often little more than patches of sand in shallow waters, no larger than a soccer field, reachable solely via high-speed inflatable boats.
The journeys are evidently terrifying for the young animals on board, which are loaded alongside preserved supplies and other necessities. Footage captures the animals scrambling for better balance as the craft race across the rolling sea.
Elsewhere in the documentary local fishermen around the more populated Scarborough Shoal, who lament over decreasing fish hauls caused by the sheer number of Chinese fishing boats in their traditional fishing grounds.
In terms of filmmaking, the documentary is slightly weakened by a at times meandering pacing and a soundtrack that can feel overly tacky, amplifying the emotional beats. However, it remains a important look of a maritime conflict that receives little discussion beyond Asia.
